Koakuma has emotion-manipulation powers; that is, she can induce emotional states in others that can see the wings on her head. The resulting emotions tend to be powerful, and focused on her - however, they do not and cannot override a person's natural personality, and she doesn't do it arbitrarily or at random. If someone asks to experience it, she'll provide, and she'll use it while at the library if someone persistently refuses to stay quiet. The effects are strictly temporary in nature.

If you haven't given permission here, I'll ask before she does anything with this power to your character. IF you have explicitly opted out, I won't even ask, she just won't do it, period.
